• lays out the baseline assumptions and variability in the source term.

Since it is unlikely that all combinations of variations can be analyzed, a clear strategy that limits the number of cases to be examined, while capturing the possible range of outputs, needs to be articulated. This framework can then be reviewed by both interested and neutral parties for completeness, so as to reduce as much as possible post- analysis criticism of the thoroughness of the reconstruction.
