RITY FEATURES OF A MILITARY COMPOUND.  WHEN COMPOUNDS WERE PRO-
CURED, THEY WERE NOT SAFE NOR HABITABLE AND REQUIRED EXTENSIVE RENOVATION

      EXISTING SEWAGE SYSTEMS WERE BLOCKED AND DUMPED RAW SEWAGE
  INTO THE COMPOUND, CREATING SERIOUS HEALTH HAZARDS.   CMS STEGGAL
  DIRECTED THE REBUILDING AND RE-ROUTING OF THE SEWAGE SYSTEM,
  PROCURING HEAVY EQUIPMENT AND LABOR TO INSTALL PIPELINES, DIG
  ADDITIONAL SEPTIC TANKS, AND PREVENT FURTHER SEEPAGE.  HE DIRECTED
  THE RENOVATION OF A GYMNASIUM INTO QUARTERS TO HOLD AN OVERFLOW
  OF 800 PERSONNEL.  CMSGT STEGGAL WORKED TWENTY HOUR DAYS DURING
  THE FIRST WEEK TO PROVIDE MILITARY PERSONNEL WITH SECURE AND SAFE
 HOUSING, PUTTING IN 12-15 HOUR DAYS THEREAFTER TO KEEP UP WITH
  THE DEMANDS OF EVER-INCREASING MILITARY POPULATION, WHICH EVENTU-
  ALLY NEARED 2,000 PERSONS.

      CHIEF STEGGAL'S EFFORTS WERE INSTRUMENTAL IN ENSURING PER-
  SONNEL WERE RESTED AND PREPARED TO MEET THE HEAVY MAINTENCE  AND
  FLYING SCHEDULES DEMANDED AT THE TIME.


       TSGT MARTIN CRAVEZ, 940TH CES SERVICES TECHNICIAN, ARRAIVED
  IN JEDDAH SAUDI ARABIA, JUST EIGHT DAYS AFTER IRAQIS INVASION OF
  KUWAIT.  THE LARGE AND SUDDSN INFLUX OF AMERICANS AT JEDDAH
  RESULTED IN A CHAOTIC ENVIRONMENT IN WHICH LOGISTICS SUPPORT.AND
  INFRASTRUCTURE HAD YET TO EVOLVE.

       SGT.  CHAVEZ BUILT AN INGENIOUS BILLETING SYSTEM WHICH WAS SO
  COMPETENT THAT IT WAS USED BY THE PERSCO TEAM TO ACCOUNT FOR.
  PERSONNEL ASSETS DURING THE FIRST CRITICAL DAYS OF THE DEPLOY-
  MENT.  SGT.  CHAVEZ PERFORMED INITIAL ASSESMENT OF QUARTERS,
  DIRECTED NECESSARY REPAIR/RENOVATIONS, REINSPECTED ROOMS UPON 
  WORK COMPLETION AND ASSIGNED THEM TO RESERVE, GUARD AND ACTIVE
  MILITARY PERSONNEL AS THEY POURED IN.  HIS BILETING SYSTEM  WAS
  SO RELIABLE THAT IT BECAME THE STANDARD AT JEDDAH AND WAS EXPORT-
  ED TO OTHER COMPOUNDS.

       SGT CHAVEZ ALSO ENSURED THEHEALTH OR-COMPOUND RESIDENTS BY
  EVALUATING LOCAL FOOD SERVICE PROVIDERS AND DISMISSED NUMEROUS
  FOOD SERVICE CONTRACTORS WHEN HE DISCOVERED THAT THEIR SANITATION
  AND FOOD PRESERVATION PRACTICES DID NOT MEET STANDARDS AND POSED
  HEALTH HAZARDS.  HIS RIGOROUS INSPECTION OF CATERING FOOD STAND-
  ARDS AND SAFETY/SANITATION PRACTICES RESULTED IN OBTAINING A
  CONTRACTOR WHO WAS ABLE TO MEET AIR FORCE STANDARDS.

       SGT CHAVEZ WAS ON CALL 24 HOURS A DAY FOR THE FIRST WEEKS OF
  TMM DERLOYMENT, THEN WORKED 18-21 HOUR DAYS THEREAFTER TO ENSURE
  MILITARY PERSONNEL WERE FED AND RESTED AND ACCOUNTED FOR.  HIS
  SUPPORT OF THEIR NEEDS WAS AN INVALUABLE FACTOR IN THE SUCCESS OF
  THE HEAVY MAINTENANCE AND FLYING SCHEDULES DEMANDED AT THE TIME.
