BAK-12S AT AL DHAFRA AB, UAE AND DOHA AB, QATAR.
3.        IMMEDIATE PLANS FOR RH-1:
A.       MSGT OGLES PLUS THREE BEGAN SITE LAYOUT WORK ON THE 5000-MAN
CANTONMENT SITE AT KING FAHD IAP.  A FULL-SCALE DESIGN EFFORT WILL BE
INITIATED OVER THE NEXT SEVERAL DAYS, AND WILL BE PROVIDED TO CENTAF
FORWARD/DE FOR THEIR UPCHANNELING ACTIONS.
B.       MAJ SMILEY PLUS THREE WILL DRIVE TO AB QAIQ ON 13 OR 14 SEP
90 TO EXPLORE THAT SITE AS A POTENTIAL RED HORSE BASE OF OPERATIONS.
TEAM WILL
PROBABLY RETURN TO RIYADH ON SAME DAY AS DEPARTURE.
C.      MSGT FLETCHER PLUS FOUR WILL TAKE "MASIRAH STAR" SHUTTLE TO
THUMRAIT AB, OMAN, LEAVING 2030Z/14 SEP 90.  PURPOSE OF THEIR VISIT
IS TO QUANTIFY WRM ASSETS AT THIS SITE, AND DETERMINE AVAILABILITY TO
RED HORSE AND PROCEDURES FOR SHIPMENT TO OTHER THEATER SITES.  TEAM
SHOULD RETURN TO RIYADH APPROXIMATELY 17 SEP 90.
D.      1LT MULLINS PLUS FOUR WILL FLY TO CENTAF
FORWARD/DE-PRIORITIZED SITES
TO INITIATE A UTILITY SURVEY EFFORT.  TEAM WILL PROBABLY DEPART 
RIYADH VIA
STAR AIRLIFT ON 15 SEP 90, AND WILL BE TDY OVER ONE WEEK, REPORTING
TO RH-1/CC
DAILY.  DURING THEIR TDY, THEY WILL RECOMMEND BAK-12 SITING AT AL
DHAFRA AND
DOHA, AND IDENTIFY EQUIPMENT NEEDS.
E.       STILL NO WORD ON PERSCO'S PLANS TO RELOCATE RH-1 TO THE 
PERMANENT 
BILLETS AT "ECRON VILLAGE" ON THE SOUTH SIDE OF RIYADH.
4.       COMMENTARY:
A.       HAVING DRIVEN THE 4.5+ HOURS FROM DAMMAM TO RIYADH, AND
CONSIDERING AKAB IS 1.5 HOURS FROM RIYADH, A CLOSER SITE TO THE PORT
OF DAMMAM IS MUCH MORE APPEALING AS A RED HORSE BASE OF OPERATIONS.
AKAB OFFERS AN EASY BEDDOWN SETUP FOR RED HORSE, AND WILL STILL BE 
PERFECTLY ACCEPTABLE, BUT IT IS PHYSICALLY DISPARATE FROM UAE AND
OMANI CONSTRUCTION SITES.  WE WILL MAKE OUR EVALUATION AND REPORT TO
CENTAF FORWARD/DE, AND HOPEFULLY FIND A RED HORSE BEDDOWN SITE PRIOR
TO THE ARRIVAL OF THE AVIANO SHIPMENT.
B.       TO PRESERVE THE THEATER'S FALTERING GENERATORS, CENTAF
FORWARD/DE IS PUSHING TO SWITCH FROM GENERATOR POWER TO COMMERCIAL.
1LT MULLINS' TEAM WILL PROVIDE A MUCH-NEEDED SERVICE FOR THEATER
FORCES, AND WILL GENERATE WORK FOR RED HORSE.
C.       WRT THE BAK-12 PROJECTS, WE INTEND TO USE THE ENTIRE RH-1
TEAM (AND HOPEFULLY THEATER WRM ASSETS FROM THUMRAIT) TO INSTALL THE
TWO BARRIERS.  WE FEEL IT WOULD SERVE LITTLE PURPOSE TO DEPLOY 823
RHCES PERSONNEL HERE FROM HURLBURT FOR FOUR DAYS OF WORK AND HAVE
NOTHING ELSE TO OFFER THEM BY WAY OF WORK.
D.       DESPITE CINCCENTCOM'S PRONOUNCEMENT ON INITIAL VS TEMPORARY
CONSTRUCTION IN THEATER, MUCH OPTIMISM EXISTS HERE ABOUT A CHANGE IN
DIRECTION TOWARD MORE PERMANENT CONSTRUCTION (AND, CONSEQUENTLY,
MORE WORK FOR RED HORSE).
E.       ALL TEAM MEMBERS ARE IN GOOD HEALTH AND MORALE IS STILL
POSITIVE.  NOW THAT TANGIBLE TASKINGS HAVE EVOLVED, WE'LL BE ABLE TO 
KEEP GAINFULLY EMPLOYED.  TWO MEN (TSGT ERMES AND SGT MORTENSEN)
EXPERIENCED NAUSEA THE SECOND DAY IN THEATER (WORKING IN THE SUN
WHILE AT DHAHRAN), BUT AMPLE HYDRATION AND RELIEF FROM THE SUN
