              The effectiveness of this type of CH dlssemination would depend upon
       weather conditions and the success of the explosive charge in spreading the
       agent. The assumption is that most of the agent would form a puddle on the
       ground, from which it would be airborne and disseminated.  Under these
       conditions the least persistent agent poses the greatest potential threat.
