trailers for ops and AMU operations. We are still working the
vehicle requirements, etc. Hopefully, the system will become much
    more responsive.

    E. PROBLEM: Shortage of reliable all terrain forklifts.

    (1) DISCUSSION: We still need additional AT forklifts to move
the cargo we're required to move. The size of the King Fahd complex
makes sharing assets between major cargo handling areas impractical.
we've recently been advised that King Fahd will have an extremely
large flow of cargo aircraft starting in December, and this further
underscores our need for additional AT forklifts

    (2) PROPOSED SOLUTION: Three additional 10K or 13K AT
    forklifts.

    (3) REQUESTED SUPPORT: Request CENTAF/LGT source assets.

    F. PROBLEM: Shortage of GOV 10-ton tractors.

    (1) DISCUSSION: We previously reported a shortage of four
tractor-trailers. This has expanded to seven as a result of
additional support required for three additional A-10 units and
activation of an FOL at KKMC.

    (2) PROPOSED SOLUTION: Seven additional 10-ton GOV tractors
have been sourced for us, ref USCENTAF/LG (S) MSG 191400Z Nov 90 and
    are awaiting delivery. Thanks!

    PART II. (U) COMBAT SUSTAINABILITY:

    1. OPERATIONS: Sufficient pilots are available to cover the 3.0
UTE D-Day tasking without attrition factors included. The first 48
hours will entail flying 48 pilots 3 times with the remaining 68
flying twice. When we drop to a 2.3 UTE on day 3 and subsequent, we
will be able to meet planned tasking by flying pilots two combat
sorties per day. This was demonstrated without a hitch during
    Imminent Thunder.

    2. MAINTENANCE: Mission capable rates continue to hold in the
low to mid 90s and while we still have two cann birds, the parts
situation is excellent. "Desert Express" continues to be a life
saver--some parts received in two days. Superb effort. Thanks and
    keep it running.

    A. Problem: AGE and Aero Repair and armament facilities are
    inadequate.

    (1) Discussion: We have no indoor facilities for AGE mechanics
to work; all repairs are done outside. The AR shop is located in a
temper tent, but the inability to get large pieces into the tent
forces much work to be done outside. The same auolies to armament.

    (2) PROPOSED SOLUTION: Six G.P. shelters--three at each end
of the ramp would solve our problems.
