 BIOLOGICAL AGENTS BY FILTH FLIES FEEDING ON INFECTED SORES OF HUMAN
 REMAINS, PICKING UP THE TOXIN THEN SPREADING THE TOXIN TO FOOD AD
 WATER SUPPLIES.
 7. THE POTENTIAL EXISTS FOR HIGH MEDIA VISIBILITY AND SPECU-
 LATION WHEN USING AERIAL SPRAY ASSETS DURING A PERIOD OF WAR. THIS
 SPRAY MISSION COULD DEVELOP MEDIA QUERIES ON "AGENT ORANGE" SPRAYING
 DURING THE VIETNAM CONFLICT. ENVIRONMENTAL CONCERNS WILL NEED TO BE
 ADDRESSED THOROUGHLY ON THIS ISSUE, AND POLICY GUIDANCE IMPLEMENTED
 FROM THE HIGHEST LEVELS OF PUBLIC AFFAIRS.

 USE IF REQUIRED.
 Q1. WHO IS DOING THE SPRAYING?
 A1. ACTIVATED AIR FORCE RESERVISTS FROM THE 907TH TACTICAL AIRLIFT
 GROUP COLUMBUS, OHIO.
 02. WILL THERE BE MILITARY PERSONNEL OR EQUIPMENT INVOLVED OR WILL
 IT BE A CONTRACTOR BASED OPERATION?
 A2. ALL EQUIPMENT BELONGS TO THE U. S. DEPARTMENT OF DEFENSE, AND
 ALL PERSONNEL INVOLVED ARE AIR FORCE RESERVISTS CALLED TO ACTIVE
 DUTY BY PRESIDENTIAL AUTHORITY.

 Q3. HOW WILL THE CHEMICAL BE DISPERSED?
 A3. BY ULTRA-LOW VOLUME AERIAL SPRAYING FROM A C-130E MODEL AIR
 CRAFT AT APPROXIMATELY 150 FEET ABOVE GROUND LEVEL.
 04. HAS THE ENVIRONMENT PROTECTION AGENCY APPROVED THE CHEMICAL AND
 THE METHOD OF APPLYING IT?
 A4. YES. DIBROM 14 HAS BEEN APPROVED BY THE EPA FOR AERIAL APPLI-
 CATION TO CONTROL SAND FLIES, FILTH FLIES AND MOSQUITOES AT UP TO 1.5
 OUNCES PER ACRE.
 Q5. WHAT WILL THE SPRAYING COST TAXPAYERS?
 A5. MUCH LESS THAN THE MANPOWER AND TIME IT TAKES TO PERFORM A
 GROUND APPLICATION BY FOGGING OR OTHER CONVENTIONAL MEANS OVER SUCH
 A LARGE AREA. IN ADDITION, WE USE LESS CHEMICAL AND SPREAD IT OUT
 MORE COST EFFECTIVELY. ADDITIONALLY, AERIAL SPRAYING CAN ELIMINATE
 COSTS INCURRED FOR TREATING SICK SOLDIERS AND CIVILIANS CAUSED BY
 INSECT-BORNE DISEASES.
 Q6. IS THERE A MORE COST-EFFECTIVE METHOD?
 A6. NOT THAT E ARE AWARE OF AT THIS TIME.
 Q7. WHAT ABOUT FOGGING FROM THE GROUND? ISN'T THAT WHAT HAS BEEN
 DONE IN THE PAST?
 A7. FOGGING IS NOT AS EFFECTIVE AND MORE COSTLY TO PERFORM THAN

 AERIAL SPRAYING ESPECIALLY WHEN THE AREA TO BE SPRAYED IS SO LARGE.
 AERIAL SPRAYING CAN COVER THESE AREAS IN MUCH LESS TIME, USING MUCH
 LESS MANPOWER AND EQUIPMENT MUCH MORE SAFELY (FOGGING TRUCKS COULD
 HIT UNEXPLODED ORDINANCE) .
 Q8. WHAT CHEMICAL IS BEING USED?
 A8. WE WILL BE USING DIBROM 14. ITS MANUFACTURER, THE VALENT CHEM-
 ICAL COMPANY, HAS CERTIFIED IT SAFE FOR USE BY AERIAL APPLICATION,
 USING RATES LABELED AND APPROVED BY THE EPA.
 Q9. HOW MUCH WILL BE USED?
 A9. 1 OUNCE PER ACRE IS PLANNED,  BUT THE LABEL ALLOWS FOR UP TO 2
 OUNCES PER ACRE FOR FILTH FLY CONTROL IF REQUIRED.
