DISCUSSION: Activation before clear guidance could be established. One-
levels were deployed to theater. Mobility regulations not followed. ARC
senior level NCOs who recently cross-trained were difficult to integrate.
Entry level officers deployed. One levels activated when entire units
activated.

RECOMMENDATION: Follow AFR 28-4 rules
