File: 970207_aadci_057.txtODS MEDICAL LESSONS LEARNED LOGISTICS CATEGORY LOGISTICS ISSUE NO. 27 Resupply in Theater (EUCOM) of AE Items (SGHR ITEM NO. 147) DISCUSSION: Procedures for in-country resupply of deployed AE units were poorly defined or unknown to MAC personnel in the AOR. As a support command to CENTCOM, HQ USAFE responded to numerous requests for common medical items that were stocked by the single item manager (SIM): 32d, 42d and 47th MEDSOMs. HQ USAFE/SGAL in conjunction with the US Army Medical Material Center-Europe (USAMMCE) provided five C-141 aircraft loads of medical supplies for ASFs and AECEs assigned to the AOR. Reason stated for this special request support was ASF and AE units could not obtain resupply from the SIM in the AOR. Two TDYs to the AOR confirmed AE unit personnel did not clearly know how to obtain' medical material resupply support from the SIM. The lack of a responsive resupply system could have been devastating of projected casualties had materialized. RECOMMENDATIONS: (1) Improve planning by unified and specified commands. Resupply procedures must be simple, reliable, and publicized or the system will fail. (2) Assigned AE personnel must be trained on proper procedures for ordering medical material. (3) AE and ASF units be attached to the nearest MTF or ATH for medical supply support. ACTIONS REQUIRED: Develop procedures and policy for ensuring adequate resupply structure for AE units. ACTIONS COMPLETED: AE restructuring addresses this issue to ensure that all AE assets are properly resupplied in a theater of operations. STATUS: Recommend closure.
