        SUBJECT: CONUS Mobilization
        
        BACKGROUND: Units that normally have a peace-time support role
        for flying units were totally mobilized, leaving the SME to
        provide medical support to the remaining reserve population.
        
        DISCUSSION: The Air National Guard held back 19 personnel in each
        medical unit to provide medical support to their non-activated
        guard personnel. Air Force Reserve medical units were totally
        mobilized and left many units without support. Once again, plans
        did not match reality. It was always planned that all of the
        reserves would be mobilized. It was not envisioned that the
        medical unit would be mobilized without the flying unit.
        
        ACTION RECOMMENDED: Plans should be made for all units that
        provide medical support for non-activated units when the medics
        go away. Perhaps medical units could be allowed to have
        overmanning in selected critical skills so that the UTC could be
        mobilized and still leave a cadre of medical personnel behind.
