        TOPIC AREA: MANDAY SUPPORT FOR CONTINGENCY AND BACKFILL
                                 REQUIREMENTS

         ISSUE: ARC MPA Manday management during contingencies.

        OBSERVATION: The MPA Manday management program as described in
        AFR 35-41, Vol IV, requires review and updating to include
        provisions for both large scale contingency operations and low
        intensity conflict (LIC) support.

        DISCUSSION: Discussions began as early as 14 Aug 91 concerning
        the use of volunteers and annual tours for CONUS backfill
        requirements. By 28 Aug 91 we already had several annual tour
        deployments occurring to support both MAC and TAC medical
        facilities. On 31 Aug 91 we forwarded a formal request via
        electronic mail to our numbered air forces requesting they query
        their medical units for possible volunteers to support both CONUS
        and OCONUS requirements. We received word on 4 Sep 91 from HQ
        USAF/REM that HQ ARPC was handling the Manday allocations for
        volunteers in support of all medical requirements. Over the
        ensuing weeks numerous requests were made to HQ USAF, HQ TAC, and
        HQ ARPC for written formal procedures and guidance which would
        eliminate the problems of double "askings, under "askings, over
        "askings, and general miscommunications that were encountered.
        Numerous referrals were made to AFR 35-41, Vol IV, as being the
        only written guidance available. Verbal procedures were
        established and agreed upon by all parties concerned, however
        there was no mechanism with which to ensure compliance.
        AFR 35-41, Vol IV was written with the purpose to be able to
        provide manpower augmentation to active duty forces on a limited,
        small scale. With over 5790 ARC medical volunteers to manage,
        the scope and capability of AFR 35-41, Vol IV was quickly
        exceeded.

        IMPACT: A change to the current regulation would enhance our
        ability to respond to future contingencies in a more timely and
        efficient manner.

        RECOMMENDATION: AFR 35-41, Vol IV should be appended to include
        procedures and guidance for any contingency operations support
        which utilizes/requires large numbers of volunteers.
        Consideration should be given to making HQ AFRES and HQ ANG
        temporary OPRs for MPA Manday management requirements during
        contingency operations. Determine maximum Manday cap, 139 days
        vs. 189, and establish waiver criteria for situations which
        require extensions to the cap. A single fund cite should also be
        identified for all exigencies.
