DESERT SHIELD/STORM LESSONS LEARNED REPORT #M
POC: [(b)(2)]
TITLE: Communication to Mobilized IRR and Retirees
OBSERVATION: Mobilized IRR and retired members were not
informed of many necessary preparations prior to reporting
to Lackland AFB.
DISCUSSION: The problems the mobilized IRR and retired
personnel faced at Lackland AFB were primarily due to the
short lead time and not knowing what was required of them
prior to reporting. Very few knew what to expect when they
arrived. Many did not know what to bring with them. Many
received unneeded immunizations because they did not bring
their shot records. Marriage licenses, divorce decrees,
etc., would have been a big help in pay matters if the
member had known to bring them.
LESSONS LEARNED: Push-pull mobilization would have gone
more smoothly had the Reservists been better informed of
what was required of them. Also, HQ ARPC/SG should have
been provided better information on what was transpiring at
Lackland AEB. This would have given SG a better background
to answer the many concerns of Reservists.
RECOMMENDED ACTIONS: In future contingencies more thorough
and accurate information needs to be disseminated to the
individuals being mobilized. Information as to what to
expect upon reporting to Lackland AFB or any other
in-processing location would be beneficial. Members need a
list of documents to be carried with them when they report.
They should somehow know in advance about processing
procedures. HQ ARPC/SG should be brought more into the
communication loop with HQ ATC and Lackland AFB. HQ
ARPC/SG should have a representative for TDY to Lackland
AFB or any other processing location, since SG will
probably be the predominant player in a future contingency.
