DESERT SHIELD/STORM LESSONS LEARNED REPORT #EE
POC: [(b)(2)]
TITLE: Direct Duty Assignment (DDA) versus Non-Direct Duty
Assignment (NDDA) for Medical AFSCs
OBSERVATION: During the mobilization of the IRR and
retired regular personnel the skill usability window for
all medical action was five years. This overall window was
inappropriate.
DISCUSSION: Many medical specialties, due to currency of
civilian experience, continue to be as qualified or more
qualified for many years (e.g., physicians and nurses). It
is not wise to consider already qualified individuals as
NDDA and send them to an ATC base for training.
LESSONS LEARNED: It is not appropriate to assign a five
year skill usability window to all medical AFSCs.
RECOMMENDED ACTIONS: Establish a method of realistically
evaluating DDA versus NDDA using skill degradation studies
and civilian experience.
