              Iraq's nuclear-biological-chemical weapons production was nearly
              destroyed. Electricity and oil production was shut down. The Iraqi
              Navy was "out of the war." Objectives that remained included:

              Guard; elimination of biological-chemical weapons and stored
              ammunition; and, destruction of command-control-communications nodes
