, U.S. needs to identify inoculation priorities
based on most likely application of BW agents by Iraq. The
following discussion recommends inoculation priorities for allied
forces,
GIVEN: BW agents can be employed either overtly (from an
aircraft spraying device or by weapon delivery) or covertly

ASSUMPTIONS: .' Hussein is aware that any U.S. action
against Iraq will probably be preceded by and include massive air
strikes. An overt BW attack would not be the optimum means for
employing BW (gives time to treat forces, allows movement from
contaminated area, and would provide a causes belly if used
before outbreak of hostilities).

INOCULATION PRIORITY: Fixed by identifying most likely
targets. Allied air forces are an offensive force concentrated
at fixed sites employed by few personnel (aircrew).
