              MEMORANDUM FOR G3 PLANS

              SUBJECT: CHANGES TO OPLAN DESERT SHIELD I



              1. The following changes are recommended to OPLAN Desert
              Shield I.

                  a. Throughout the plan, the term "Displaced Persons
              (DP)" is used.    The proper term is "Dislocated Civilians
              (DC)".

                  b.   On page  C-10-5 paragraph 3b.(7) (b) delete psyops.

                  C.   On page  6-1-1 delete subparagraph (h).

                  d.   On page  D-4 (7) there is no mention of construction,
              food or  medical  services to support DC Camps.

                  e.   On page  D-3-3 there is no mention of providing
              medical  support  to DCs if host nation medical support is not
              available.

                  f. On page    D-3-4 g. Captured enemy medical supplies
              should be made available to EPW, detainees, Civilian
              Internees, AND Dislocated Civilians.

                  g. On page D-5-3 (2) Wells must be coordinated through
              the host nation before they are drilled.

                  h. Appendix 6 to Annex D makes no mention of disposal of
              dead DCs.

                  i.   On page E-B-1 delete paragraph d (DC). No other
              mention  of DCs is made throughout the appendix.

                  j.   Add Appendix 4 (Dislocated Civilians).

                  k.   On page N-12-1 paragraph 1 change as-o-F time to
              150OZ.

                  1.   On page N-12-2 change line 23 to read: Last 24 hours:
              Summary  of activities conducted and lessons learned.

                  M.   On page R-3 no mention is made of construction of DC
              camps.   In the event the Host Nation can not provide
              facilities, we are required under international law to
vide humane care for Dislocated Civilians.
