              SUBJECT, Activities.of               Team III:

              1. Highlights:     HEAPO.was'notif.iod that     Col  Khalaf Elisapprovea     lio,    ly
              Village.' :field   meeting between HEAPO, HABCO and HNS. Deconflicted              Qatif Camp
              security problem. Attended'roal estate meeting with MG Pagonis.

              2. Cpt Henry rolayed       to Cpt Adams, HEAPO Operations officer, that           Col  Khalaf
              disapproved the request for'Monopoly Village. The disapproval was based on Col
              Khalaf's reluctance to house US military service members in a civilian
              community. This issue'is now closed.

              3. IIN hosted    a meeting  between HABCO,     MEAPO, and MN. Attendees at         the  meeting
              were Cpt Henry and Cpt      Walker, T from     MR; Kr Lon Larson from MEAPO; Kr         Walid
              from liABCO. Tho sallent.points are as follows;
                       A.'Cpt  Hahry!outlinod the US position on the           issue of sub-leases'in the
              2d Ind City      .Those@points are as follows;
                               ;'(I) The Us is legally not allowed to enter into any           lease  for
              property with a    person'or"organization which does not own, lease, or permitted
in question.
                               (2)'Tho'  US can only pay for properties whore a lease           has been
              closed or a      contract  signed.

                               (3)  The  US cannot  pay HABCO rent or occupation fees because it is
              not able to      closo'a lease or sign a contract.

                               .(4)
                                    Adai@ionally,ithe US feels that HABCO entered into
              negotiations in bid faith, knowing that they were not permitted to sub-lease
              the facility     or house soldiers on the property.
                               :'(5)'The only recourse HABCO has Is      to file a claim with       the US
              Judge Advocate Goiaeral.

                      B. Mr    Valid -'replied that  HADCO was     under the impression that the country
              was under   a spocial:security status and that certain sections of HABCO's lease
              were waivarable. Additionally,;XABCO claims that they had no knowledge that the
              using unit was goi    Ing to billet!troops at the location.*

                      C.  After several minutes of discussion, Cpt Henry convinced               Mr Walid
              that the only way @ABCO was going to receive payment is be filing'a claim. Cpt
              Henry said that if'.Hr:Walid would call his approximately 1600hrs on 30 Oct Cpt
              Henry wo@Icl have the      information necessary for Mr valid to file a claim. This
