    MEMORANDUM FOR: COL A/KERS

    SUBJECT: Maneuver Control System (MCS)

    1. Purpose: To answer CG's question, "Is the 1-CAV message an MCS in line
with the XVIII ABN Corps ideas."

    2. Discussion:

    a. The CS 1-CAV sent message 140703Z Nov 90, Subject: MCS Operations
during Operation Desert Shieldp to LTG Wishart.

    b. The message stated MCS is operational and Commanders are using it
within its capabilities. It also pointed out that the system does burden
existing resourcing in Command Posts. It requires dedicated operators,
plus additional communications and power. Furthero there is an immediate
need for maintenance ands repair capabilities to sustain systems in
    country.

    C. The XVIII ABN currently has operational MCS computers in both the
    C-TOC and the TAC CP.

    d. The XVIII ABN Corps has requested additional limited numbers of the
most advanced version of MCS hardware be provided for strategic networking
throughout the Corps. Computers are slated to in integrated into the
following units, 1-XVIII ABN Rear CP, 1-82d ABN Div, 1-101st ABN, 1-24th
    INF Div, I-Corps Arty, 1-COSCOM, 1-35th Signal Bde.,and one spare for a
total of 8 Transportable Computer Units (TCU's). Delivery of the hardware
being worked by PM SICPSV no delivery date of hardware has been given.

    6. The Corps requested immediate contractor support for DSU /GSU
maintenance and repair on TCU's in theatre. The PM OPTADS has stated a 7
man team will be in country 30 November. Life support requirements being
    worked by 1-CAV.

    f. Conclusion: The message released by the CS I-CAV, is exactly in line
with the thinking of the XVIII ABN Corps.
