MEMORANDUM FOR Commander, XVIII Airborne Corps
SUBJECT: Law and Order Significant Activities (SIBACTS)
1. The SIBACTS document is a recurring report that is submitted weekly to
keep you informed of important incidents occurring within the XVIII
Airborne Corps area of operations.
2. This report covers XVIII Airborne Corps reportable incidents within
theater from 0500, 14 Oct 90 to 0500, 21 Oct 90. These incidents are
addressed at paragraphs 3 and 4. Additionally, at paragraph 5 is.the
number of soldiers found by military police to be in violation of policy
letter 1-10, subject: Entry Into Populated Areas. At paragraph 6 is the
number of speeding citations issued for the week.
Nandivisional Units:
a. THO, XVIII Abn Corps), Bomb Th@eaC5 On 15 Oct 90, a SBT from the
118th MP'Cbmpany reported that an unidentified male stated in English over
the telephone that there was a bomb at the Corps Main building. A search
of the building and use of bomb dog teams met with negative results. The
building was declared safe by the Deputy Provost Marshal.
b. (Ist COSCOM) Traffic Accident. On 15 Oct 90, a CPL from the 573d
PSC while operating a 3/4 ton military truck outside the gate of Camp L.C.
Sennett, was struck by a tractor-trailer operated by a Saudi national.
There was only minor damage to the US truck. The trailer of the Saudi
vehicle struck it above the right rear tail lamp. There were no injuries
reported as a result of the accident. Both US Military Police and Saudi
Police responded to the accident. The Saudi was found to be at fault for
failing to judge proper clearance (MPR# 63500).

the 230th FSU, while operating a 2 1/2 ton truck an Al Gashlan - Al Dhahran
Road struck a HMMWV from behind that stopped for a traffic light. An XVIII
Abn Corps FA LTC in the HMMWV was struck in the head by a weapons rack that
moved forward. The cut on his head required sutures. There was damage to
both vehicles. US Military Police investigated the accident and determined
that the SGT was at fault (MPR# 6 @ 0).
d. (44th Medical Bde) Traffic Accident. On 17 Oct 90, a SPC from the
483d Medical Detachment while operating an MIOOS truck, struck a Saudi
national that had suddenly turned in front of him an the Dhahran - Al
Riyadh Road. There was damage to the Saudi vehicle which was a 1986
Chevrolet sedan, but no damage to the US vehicle. There were no injuries.
Both US Military Police and Saudi Police responded to the accident. The
Saudi was found to be at fault for failure to yield the right of way (MPR#
63520).
