         2. (U) Operation DESERT SHIELD/STORM conducted by CENTCOM on
         05/14/91.


         3. (U) KEYWORDS: COMPACTION EQUIPMENT, SELF-PROPELLED

         4. (U) TITLE: Self-Propelled Compaction Equipment

         5. (U) OBSERVATION: There is no authorized self-propelled
         vibratory compaction equipment in the 618th Eng Co (LE).

         6. (U) DISCUSSION: The 618th En Co (LE) had numerous horizontal
         construction projects while deployed on Operation DESERT SHIELD/
         STORM. The largest project was a company-size mission which
         required the unit to construct 15 miles of Class 9 road which
         was to be used as a priority MSR by the Ist Cav Div. Work
         production during the project was clearly hampered by the lack
         of organic self-propelled compaction assets. The company was
         forced to rely upon Saudi Arabian civilian compaction assets
         with a foreign national operator. Not only did these pieces of
         equipment break down on a regular basis, but also the operators
         would only work 8 hour days even though the unit was working 24
         hour shifts due to the priority of the mission. This clearly
         resulted in inadequate compaction for over 50 percent of the
         MSR. Due to the inadequate compaction, the road life decreased
         by more than 65 percent. The same results were experienced
         during the 82d AVN BDE and the 407th S&T base camp projects, the
         road upgrade projects at RAFHA and THUMAMAH Airfield, and the
         horizontal construction work at ABQAIQ.


              The priority mission of the 618th En Co (LE) is to rapidly
s never
         had the capability to perform this mission without relying on
         either locally contracted or host nation civilian equipment.
         This fact has been clearly proven on numerous FLS construction
         missions; the most recent being the FLS construction project at
         FT. Drum, N.Y.

              The compaction assets the company is currently authorized
         are 1 towed sheepsfoot roller, 1 towed pneumatic roller (13
         wheel), and 1 towed vibratory roller per light equipment
         platoon. These compaction assets are insufficient because they
         require a vital construction asset to tow them (which lessens
         productivity) and they do not compact a thick enough lift.

         B. (U) RECOMMENDED ACTION: The 618 EN Co (LE) (Abn) should be
         authorized I x self-propelled vibratory roller per light
