             3.   (U)  PROBLEM: Equipment Shortages.

             4.   (U)  OBSERVATIO.11:  Critical equipment -L!-.ortages were not
             reported  and priorities upgraded at t@ otit-se-I of this
             deployment.

             S.   (U)  DISCL7SSION:   Minimum Mission Essent:al Equipment (@i@fEr-)
             shortages were not submitted to Corps in a -imely complete
             fashion.    Lnits also did not validate and Lit-grztde requisitions
             for shortage MTOE items with the higher au@@hor@.zed priority and
             project code.    It took longer to procure shortage equipment for
             units because the shortages had to be validated, upgraded and
                         @ith t.@
             -.annotated            rgj_o.@..code -before FORSCO\I or the \ICPs
             would take any action on the requisitions.

             6.   (U)  LESSON LEARNED:     Units need to provide %'NEE shortage
             lists to higher headquarters and upgrade outstanding 'ITOE
             requisitions immediately upon initiation of a deployment.

                  (U) RECOMMENDATION: Units ensure the above actions         are  part
             of their readiness SOP and deployment checklist to-ensure        they
             are  accomplished in an expeditious manner.
