            2.  (U) ACTIVITY: Supply and Services.

            3.  (U) PROBLEM: Units calling direct to XICPS.

            4.  (U) OBSERVATION: Units immediately started calling FORSCO@L,
            AMC or NICPs direct trying to get supplies and equipment.

            5.  (LT) DISCUSSION: Units, in attempts to aore quickly obtain
        I   shortage equipment, supplies or repair par-s --alled directly to
            project managers, NICPs, etc. At first, these -.managers tried to
        i   be helpful and assist the units obtain what the, needed. They
            were quickly inundated with calls and started referring the units
            back into the appropriate channels. These calls tended to slow
            the procurement process and often times duplil-ated-actions
         --@ecause the Corp.% was attempting to obtain the same items.

            6. (U) LESSON LEARNED: Procurement times were increased,
            requisitions delayed, and duplications of effort occured because
            units did not follow proper channels to procure needed equipment
            and supplies.
            7. (U) RECOMMENDATIONS: Units should provide their'higher
            headquarters with their-@ritical equipment requirements and let
           -the system operate as it was designed to, in order  to"more
            expeditiously obtain required equipment.
