2) OBSERVATION: Command and control of the military
police is a Provost Marshall mission. Military
police are best led by military police officers.
Establishment of a military police battalion to
command and control MP units assigned to the
division would relieve separate battalions of the
burden of controlling units with which they are
unfamiliar.
3) OBSERVATION: The division military police
company is not structured to perform sustainment
operations where law enforcement operations are
required. The Army should reorganize military
police assets to assign both an organic military
police company and a TO&E 19-77 (Combat MP
Company) to each division.
4) OBSERVATION: Division military police company
communications equipment is inadequate. It
should be upgraded to include, as a minimum, an
organic Am capability at the platoon level.
Present FM equipment should be replaced with
modern FM equipment.
5) OBSERVATION: Reserve component military police
training does not adequately prepare soldiers to
conduct law enforcement operations. NCODP for
reserve components should place more emphasis on
leadership techniques, decision making, and
problem solving. Additionally, reserve component
military police must maintain proficiency in the
preparation of law enforcement paperwork.
6) OBSERVATION: The execution of division-level
enemy prisoner of war operations requires
xtensive resourcing of transportation and
equipment not currently authorized. TO&E and
doctrine must be changed to reflect a more
responsive means of EPW evacuation and support.
7) OBSERVATION: The placement of special agents
from CID within the division area of
responsibility based on population is an
inefficient use of manpower resources. The
division support element from CID should be
placed under the operational control of the
Provost Marshall.
