          4. (U) TITLE: IMPROVISATION IN COMBAT SERVICE SUPPORT

          5. (U) OBSERVATION: In every case where the division was
          confronted with a logistics challenge, doctrine provided the
          basic answer. Within the boundaries of doctrine, methods were
          improvised to meed the needs of the division.

          6. (U) DISCUSSION: 1) Host Nation Support (HNS)/Rental Fleet.
          The division could not have made it without the following
          support assets from the local Saudi Arabian economy: 15 cranes,
          25 fuel tankers, 25 water tankers, 15 forklifts, and 30 S&P's.

          2) Doctrinally, ROWPU's purify water from lakes, streams,
          rivers, etc. in the BSA/DSA. Supported units come to the supply
          point where they draw water. However, given the few water
          sources in the desert, only one FSB was ever able to make supply
          point distribution. All other units were supported by ,water .
          delivery using 6600 gallon HN water tankers. Were it not for
          this ad hoc distribution system, water supply would have failed.
          Receipt of water from Corps and EAC was sporadic and totally
          inadequate to meet the division's requirements.

          3) FUPP Rebuild Program. By taking personnel from the various
          support battalions and providing trained supervision with LAO
          coordination, the DISCOM was able to return fully operational
's
          readiness rate prior to G-Day.

          7. (U) LESSON LEARNED: Doctrine provides a starting point and
          the boundaries for combat service support operations. The
          Logistic Imperative, "Improvisation", is a necessity on the
          modern battlefield.
