          4. (U) TITLE: ENGINEER EQUIPMENT PERFORMANCE

          5. (U) OBSERVATION: Most engineer equipment performed extremely
          well. However, there are some improvements which must be made.

          6. (U) DISCUSSION:
          a) The present 916 tractor with 870 trailer cannot haul dozers
          cross country. A HET-type vehicle is required. This vehicle
          should be an off-road vehicle such as the Saudi Army HET with
          balloon tires which offer excellent weight distribution.

          b) The M9 Armored Combat Earthmover (ACE) is an excellent piece
          of engineer equipment employed for the first time in combat.
          Twenty-five were fielded to the division. It arrived just
          before the battle which allowed a short train-up period. It
          performed well but it could not keep up with the maneuver
          forces.

          c) The CEV Mine Rake worked well but not on   the present fleet
          of CEV'S. The CEV's are old and the extra load was hard    on the
          hydraulic systems.

          d) AV-LB's are the fastest and best proven system for crossing
          all obstacles except minefields. It is a good but aging asset.

          7. (U) RECOMMENDED ACTION:
          a) Develop an off-road capable HET that can move the 916
          tractor to where it needs to work.

          b) Relook the design of the ACE to increase its speed of
          travel. The requirement is to maintain the momentum of the MlAl
   and Bradley.

          c) Look at a follow-on to the CEV. The mine rake was hard on
          its hydraulics.

          d) The AVLB chassis should be replaced. It is aging and would
          be a better asset if placed on an Ml chassis allowing it to keep
          up with the pace of the battle.
