          4. (U) TITLE: DEPLOYMENT OF ENGINEER EQUIPMENT

          5. (U) OBSERVATION: Late deployment of engineer equipment.

          6. (U) DISCUSSION: Engineer equipment was a low priority on the
          divisional deployment list. The limited haul and construction
          assets of the 3d Engineer Battalion (Combat) did not close until
          boat 9 (of 10), and only 2 dozers with no haul arrived on boat
          1. As a result, fighting vehicles and logistic support for lead
          maneuver brigades were often in country but could not be moved
          to required locations due to poor road networks. Also, the 92d
          Engineer Battalion (Combat Heavy), a combat heavy corps asset,
          was not included in the divisional deployment. Once this Fort
          Stewart unit and other combat heavy battalions arrived in
          sector, road networks rapidly improved, making logistics supply
          systems much more effective adding to the divisional combat
          power.

          7. (U) LESSON LEARNED: A heavy division needs sustainment
          eng neer capabilities early in its deployment sequence.

          8. (U) RECOMMENDED ACTION: Schedule engineer equipment early in
          deployment to make logistics more effective. Ensure road
          upgrade and maintenance equipment and engineer combat heavy
          units are available early to build logistics network.
