4. (U) TITLE: CRIMINAL INVESTIGATION DIVISION
S. (U) OBSERVATION: The placement of special agents from CID
within the division area of responsibility based on population
is an inefficient use of manpower resources. In an enviroment
as controlled as a forward staging area, the number of special
agents far exceeded any realistic requirements.
6. (U) DISCUSSION: CID special agents investigated only those
crimes which were within the purview of their governing
regulation. The result was a lapse in the investigation of
criminal activity which was outside the purview of CID. Although
many minor criminal problems were handled by positive chain of
command action, there were several crimes which could have been
more expeditiously handled had a trained investigator from CID
taken an active role or had the Provost Marshal had trained
military police investigators under his control. A large part
of the agents time was spent handling requests for assistance
from other CID elements. In effect, there was a mission to
perform. However, it was a mission that could as easily have
been performed by agents at echelons above division. Another
concern involved CID and their role as a reporting agency to the
commander. The primary flow for'reporting the status of
investigations continued to be CID channels. The supported
was left out of the reporting loop until the
investigation was concluded.
7. (U) LESSON LEARNED:
1. CID does not have the necessary flexibility to operate
at the division level and remain responsive to the commander.
2. The economic crime team could just as easily have
worked from the corps level.
3. Operational control of CID assets attached to the
,division is not clearly defined.
S. (U) RECOMMENDED ACTION: Assigning the division support
element from CID to the division under the operational control
of the Provost Marshal would close the reporting loop. The
information flow through CID channels would not be affected.
Increasing the end strength of the division military police
company to include military police investigators would close the
loop on investigations.
