            4. -(Ul TITLE: ORGANIZATION OF THE 24TH MP COMPANY

            -,(U@ OBSERV&TION'. The 24th Military Police Company is not
            organized for extensive Law and Order operations.

            6(U@ DISCUSSION: The 24th MP Company MTOE does not possess
            tfie'Additional Skill Identifiers -(ASII necessary to conduct Law
            and Order operations. Essential ASI's such as Military Police
            Investigators -EV;I, Traffic Accident Investigators -(Q9]- and
            Physical Security Inspectors -CH33- are not specified an the MTOE.
            The absence of soldiers with these ASI's significatly degrades
            the military police capability to conduct Law and Order
            Operations. The PM Cell is not staffed to process the
            administrative requirements normally associated with post, camp
            and station law enforcement operations. The mission to conduct
            continuous tactical planning coupled with 24 hour law and order
            operations dictates that selected soldiers normally assigned to
            platoons be placed OPCON to the PM for law and order operations.
            7(UN LESSON LEARNED: Regardless of the lack of ASI
            authorizations on the MTOE, selected Division Military Police
            Investigators and Physical Security Inspectors, These skills
            significantly expand the capabilities of the Provost Marshal
            operations.

            8. -[Ul RECOMMENDED ACTION: Maintain a base of ASI trained
            soldiers for employment in Law and Order operations
