           MEMORANDUM FOR Commander, Medical Group (Provisional)

           SUBJECT: Physical Examinations and Medical Monitoring of Troops
                     Conducting CARC Painting operations


           1. Due to the hazardous nature of CARC paint and possible danger
           to soldiers who apply CARC paint, it has become necessary to
           institute a more stringent protocol for monitoring individual
           soldiers who may come in contact with such paint.

           2. All soldiers who will be either mixing or applying paint should
           to be medically cleared and fit tested for using a respirator.

           3. Baseline Pulmonary Function Tests will consist of a FVC prior
           to donning the protective mask and at the end of the paint work
           period (once briefed, organic unit medical personnel can perform
           this).

           4. Physical examination of soldiers wearing a respirator should
           consist of review of systems and assessment of uppper and lower
           airway functions.

           5.    Baseline Blo.Qd,@lI@zkts@_should consist of a CBC with
           differential, a platelet count and a SMAC-24, plus UA.

           6.   A PA and Lateral CXR may be indicated     based on review of
           systems and/or physi-c'ai--findings.

           7. Soldiers may begin to apply paint pending   baseline lab tests.
           However, any soldier who has a URI will be temporarily disqualified
           from wearing a respirator (cannister or full hood) and if at
           anytime mask fit is not a perfect seal, the soldier will
           immediately stop painting or mixing.

           reason during the work tour. A refitting must occur to insure a
           proper fit prior to resumption of painting.

           9.   Soldiers who perform cleaning of spraying heads and similar
           parts should wear proper personal protective equipment.     A side
           draft hood may be installed, in lieu of wearing a respirator, over
           cleaning operations to exhaust the solvent fumes (Ifetones) away
           from the breathing zone.
