b) Staff Judge Advocate Support The Staff Judge Advocate
section served as the primary point of contact for all legal
matters within the Ilth ADA Brigade during Operations Desert
Shield/Storm. The SJA section was headed by a SJA Officer
assigned to the brigade and assisted by MCO's and specialists
processing legal matters at their respective battalions and units.
The battalion NCOs/Specialistg processed actions not requiring the
attention of an attorney. The brigade SJA section was responsible
for providing legal advice to commanders and soldiers when
attorney involvement was necessary. To ensure that legal matters
were both properly and expeditiously processed, staff assistance
visits were normally conducted at least once a month or when
requested by the battalion.
Due to having only one assigned SJA officer, legal services
in some cases were provided by SJA officers from the XVIII
Airborne Corps, ARCENT, and the ARCENT Support Command SJAs within
the area of operation closest to the soldiers needing assistance.
Training on the rules of engagement, the handling of POWs, and
military justice were provided prior to deployment and while in
Saudi Arabia. Trial defense service was provided by Area Trial
Defense Officers located throughout Saudi Arabia.
Several lessons learned/recommendations were noted during
Operations Desert Shield/Storm which emphasizes two phases of the
operation: deployment and In-theater lessons/recommendations.
Some of the lessonh; learned which are critical to future
operations include: 1. Routing of administrative actions
initiated at soldiers home station. Undue delay was noted when
pending actions were forwarded to the rear detachment instead of
di Arabia or the Ilth ADA Bde's SJA.
2. Non deployment criteria in AR B14-30 must be followed.
Commanders must ensure that the applicable special court martial
convening authority is advised of soldiers who are non deployable.
3. Family care plans should be closely monitored and checked
quarterly. 4. Powers of attorney and legal affairs must be up-
to-date. Commanders should schedule all soldiers for a legal
assistance session to ensure that all delays to deployment are
eliminated.
The SJA section provided the commanders legal advice which
allowed them to perform their various missions while maintaining
discipline and morale. Soldiers were assisted in personal and
family matters which reduced distractions and allowed soldiers to
be effective in Job performance.
c) Religious Support Chaplains of the llth ADA Brigade
provided religious support to the Ilrigade's soldiers throughout the
deployment to Saudi Arabia and during the execution of Operations
Desert Shield and Desert Storm. The Brigade fielded a unit
ministry team (UMT) of a chaplain and an assistant to each
battalion. Following the brigade's deployment notice, Fort Bliss
