          MEMORANDUM FOR RECORD


          SUB,7ECT- After Action Report on EOD Operations During
          Operations Desert Shield and Desert Storm



          1. Scope:

              a. This after action report is Submitted by MSG Thomas S.
          Hall, Detachment NCO of the 147th Ord Det (EOD). It is a
          subjective report of lessons learned during Operations Desert
          Shield and Desert Storm from personal observations experienced
          relating to EOD operations after arrival in Saudi Arabia.

              b. The areas covered in this report are Training and
          Testing, Command and Control, Equipment, Communications, and
          Maintenance.


          2. Training and Testing;

              a. History-. Training and testing is presently geared
          toward a specific theater which dictates the combat engagement
          style to be use. This in turn helps establish doctrine which
          governs how EOD units and their Controls will operate in
          combat. In the 60's and early 791's the emphasis was dictated by
          the Vietnam conflict. Late 70's though the 80's the European
          theater with a Soviet/NATO emphasis dictated doctrine. This
          continual emphasized training and testing allows units to
          specialize toward specific theater operations excelling in the
          emphasized area while not in other areas.

              b. Operation Desert Storm: This operation contained
          requirements that were not present in either South East Asia or
          Europe. Rapid movement, great distances, lack of
          communications, and rapidly changing situations were just a few
          of the differences experienced during the operation. The
          absence of training on these differences Caused problems in the
          decisions made to facilitate compliance and achieve solutions

          decision makers because no established doctrine existed. This
          in turn caused many internal problems which distracted from
          mission accomplishment by first requiring internal healing. A
          change in training/testing criteria would bring many a+ these
          situations and problems to surface within a controlled
          environment allowing problem solving techniques to -Find workable
          solutions through which doctrine could be established. EOD
          command emphasis has always been on testing instead of
          training. This results in units training for the test instead
          of training for knowledge.

              C. Suggested Changes: Suggest the following changes be
          considered as alternatives to the present training/testing
          procedures:
