                                DEPARTMENT OF THE ARMY
                            147TH ORDNANCE DETACHMENT (EOD)
                             FORT LEE, VIRGINIA 23801-5385

          AFFL-QHO 27 August 1991

SUBJECT: Desert Shield After Action Report

          1. Deployment:

              a. The 147th EOD was not prepared to deploy as they stood
on 17 Aug 90. Requisitions for equipment and training were
submitted between April and June 90 but had not been acted upon
          except Hazardous Cargo Certification Training.

              b. The support provided by Ft Lee was adequate but did not
compare to some installations like Ft Bragg which does
deployments on a regular basis. The problems that occurred were
everyone fighting to get their equipment. Post would not issue
until the unit was on deployment orders. Also units that didn't
deploy were submitting 01 priority jobs.

              C. Previous EDRE training involved an unrealistic 18 hour
sequence and simulated loading of equipment. Future EDRE
training should address load plans for equipment and how to
obtain the equipment and personnel. We are critically short
vehicles and trailers; and the mechanic and supply sergeant.

          2. Mobility:

               a. Vehicles assigned to EOD units can haul the MTOE
equipment, but not the additional CTA equipment you need to
live. Some of the MTOE equipment was left behind like the Air
Compressor to make room for tentage and camouflage nets. One
solution for this problem would be to substitute a 5 Ton Drop
Side Cargo or HEMMT with 1 1/2 ton trailer for the M1008 admin
vehicle and 3/4 ton trailer. These actions would provide a
better capability to transport equipment and supplies. one
problem with these vehicles is if EOD techs decide to make it
a rolling Command Post you lose the hauling capability.

               b. The mobility of an EOD unit depends on the support
provided by the unit you are attached. The 147th EOD was 100%
mobile with 2 ea 5 Ton trucks to haul 2 Connex Containers and
leaving 2 pickups worth of equipment at a storage area.

               C. The three man team concept worked for this unit. We
set up a M1008Al and 3/4 Ton Trailer with a hex tent, food,
fuel, tools, explosives, and baggage for three people. There is
very little room for the big tools like ferrous ordnance locator
or a complete Field Maintenance Kit but the basic tools and RSP
tools have room. A problem was one of the team rode in the back
of the truck due to space constraints in the cab for weapons,
flak vests, chemical protective gear, and LEE.
