          FMORANDUM FOR G3, C. Operations

          SUSTECT*. Deployability criteria for contingency Operations
          1.#The following general guidelines are provided for your
          use in determining soldier deployability criteria for the
          impending contingency operation. Guidelines should be
          incorporated into a MGO.
          2@   11 personnel (including soldiers in receipt of PCS orders)
          wil@A be considered deployable with the following exceptions:

              a. Soldiers who are HIV positive.

              b. Soldiers who have taken irreversible steps in the PCS
          process, e.g., soldiers who have already shipped household goods.
          Exceptions to this policy can only be approved by the brigade or
          separate battalion commander.
                   (1) Soldiers who are within 30 days of ETS at time of
          unit deployment.

                   (2) Soldiers with permanent profiles who have been
          determined incapable of performing combat duties in MOS by the
          applicable commander.
                   (3) Soldiers pending civil convictions with civil court
          dates. Deployability requires release by the applicable civil
          court.

                   (4) Sole surviving family members (unless soldier signs a
          voluntary release statement).

               11 soldiers who are currently enrolled in school, e.g.,
          Ocowc, BNCOC$ CAS3. etc., will remain in school until this
          Division has been officially notified of deployment. Soldiers
          will complete the applicable course of instruction if his unit is
          scheduled for deployment after the scheduled graduation date.
          Exceptions can only-be made when the appropriate brigade or
          separate battalion commander deeta a soldier's presence as mission
          essential.
