SUBJECT: Summary After Action Report
1. Deployment. Lots of confusion and misinformation. If an item
of equipment was critical the units needed to have it with them.
This included explosives, COMSEC, uniforms, etc. Although
frequently told something would be available or provided it
usually was not. Home posts were not familiar with what support
should be provided and experience varied widely from post to
post. Inadequate lead times and building up piecemeal rather
than to an overall plan caused problems. As soon as a Corps
deploys there should be an Explosive Ordnance Disposal Control
Team (EODCT) with it. When a MACOM deploys there should be an
Explosive Ordnance Disposal Group for command and control. For
this conflict the group needed to be on the ground about eight
weeks earlier.
2. Organic Transportation.
a. CUCVs were an inferior off road vehicle as compared to
HMMVS. The CUCVs were not as durable, harder to find parts for,
get repaired, and could not keep up as well with the maneuver
elements.
b. The amount of equipment EOD Detachments must haul has
continued to grow while the capacity to haul has dropped. Units
need a 2 1/2, 5 Ton or HMETT to increase their ability to carry
their own equipment in one lift.
3. @ipment.
a. Most valuable equipment - Small Equipnent Excavator,
AN/PRC 127 Radio, LORAN/GPS, M122 Firing Device, Night vision
Goggles, Milvan, Computers (Laptop/Desktop).
b. Least valuable equipment - P08 Special Weapons Tools,
Robot, Compressor/Scott Airpacks, Suits, Ordnance Locator, Bomb
Suit. These items were not used in this conflict.

connectivity with whatever telephone microwave system the rest
of the Army adopts. Poor communication limited command and
control and isolated most units. COMSEC hardware needs to
available for all comm gear.
S. EOD Group. For this size conflict the group has an important
contribution to make moving resources where they are needed and
validating requirements. In order to provide support the Group
should be have the MTOE designed for it with the increased
S-1, S-2, S-4, S-6 capability. It is essential the Group have
the technical resources to assist the EobCT's in personnel,
intelligence, supply, and communications.
