              4. (U) TITLE: POLICY: ESTABLISH PERSONNEL DISTRIBUTION OF MEDICAL
              PERSONNEL

              5. (U) OBSERVATION: When the 410th Medical Hospital arrived
              at the Mobilization Station, the unit's treatment and surgical
              capabilities were significantly lower than expected due to a
              lack of qualified medical personnel.
              6. (U) DISCUSSION: The unit did not have the right number of
              surgeons and enlisted personnel with MOB 91C and 91D due to
              assignment of personnel with other MOB' to these MTOE positions.
              The unit also had a limited pool of trained personnel
              available -For recruiting.

              7. (U) LESSON LEARNED: A system needs to be established -For
              efficiently cross-leveling critical medical personnel.
              S. (U) RECOMMENDED ACTION: (1) Establish priority of unit
              activation based on mobilization level. (2) Personnel +or
              units not being mobilized would be identified as fillers. (3)
              Identify medical personnel shortages by CONUSA and require? that
              the National Augmentation Detachment fill CONUSA and unit
              requirements based on mission priority.
