               2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 11/05/,iO.

               3. (U) KEYWORDS: REAL WORLD OPERATIONS, U.S. ARMY, INTELLIGENCE,
               NBC, CRIT 4, SUITABILITY.

               4. (U) TITLET Intelligence: Unprocessed NBC Intelligence

               5. (U) OBSERVATION: Much of the NBC-related intelligence
               (especially human intel CHUMINT)) came down from higher
               headquarters in an unprocessed/unanalyzed form.

               6. (U) DISCUSSION: The receipt of raw data (unanalyzed
               intelligence, intelligence without a context) led to confusion
               at lower headquarters. How much emphasis to place an the data
               was uncertain. Whether the reported incident was isolated or
               widespread also could not be determined.

               7. (U) LESSON LEARNED: Riw intel has only limited utility for
               end users.

               S. (U) RECOMMENDED ACTION: Pass only analyzed intelligence
               data, especially if it relates to NBC issues.
