                                   FACT SHEET



      1. ISSUE: Humanitarian Service    Medal (HSM).

      2. POINTS: a. HSM may only be     awarded to service members who
      directly participate in a DOD approved military act or operation
      of a humanitarian nature.


        b. Secretary of State must have requested emergency assistance
      from DOD for any act or operation to be considered for
      designation as a humanitarian act or operation.

        C. Types of acts or operations that may qualify individual
      service members for award of the HSM include:

          (1) Assistance in the event of international disasters,
      natural or man made, such as earthquakes, -floods.,-typhoons, or
      conflagrations.

          (2) Relief to,a starvation area.

          (3) Evacuation of personnel from an area threatened by a
      hostile force.


          (4) Support to and/or resettlement of refugees/evacuees.

          (5) Other military acts or operations of a similar nature as
      determined by the Secretary of Defense.
        d.  Approval of military acts or operations -for the HSM must be
     'for more than nation building or operations., as a result of war.

        e. CINC, CENTCOM with concurrence of U.S. State Department is
      the theater proponent for initiating HSM recommendation to DJCS.

        f. Recommendations for the HSM must be entered into official
      military channels.within two years of the act or operation to
      receive consideration.

      3. VII CORPS POSITION: Recommendations for HSM for military
      acts or operations within VII Corps that may qualify should be
      submitted as soon as facts are gathered to effect prompt soldier
      recognition. Recommendations which may meet the criteria for
      designation as a humanitarian act or operation should be
      submitted through normal command channels and include the
      following information:

        (a) Name of operation.

 the
      military assistance or operation to include the specific nature
      of the duties performed that are beyond normal duty expectations.
