1. ISSUE: Unit awards (Presidential Unit Citation, Valorous Unit-Citation,
Meritorious Unit Commendation)

3. POINTS:
a. Presi dential Unit Citation (PUC) for units is the equivalent of the
Distinguished Service Cross for individuals. PUC is awarded to units, normally
battalion size, for extraordinary heroism in action against an armed enemy. The
unit must display such gallantry, determination, and esprit de corps in
accomplishing its mission under extremely difficult and hazardous conditions as
to set it apart from and above other units participating in the same campaign.
Recommendations for award of the PUC are processed through routine command
channels to Commander, DA PERSCOM.
b. Valorous Unit Award (VUA) is the equivalent of a Silver Star. VUA is
awarded to units, normally battalion size, who have displayed a lesser degree
of gallantry, determination, and esprit de corps than that required for the PUC.
Nevertheless, the unit must have performed with marked distinction in
accomplishing its mission.
C. Meritorious Unit Commendation (MUC) is the equivalent of a Legion of
Merit. MUC is awarded to units, normal.ly battalion size, for exceptionally
meritorious conduct in performance of outstanding services for at least six
continuous months during a period of military operations. The Secretary of the
Army has designated 2 August 1990 to a date to be determined as the qualifying
dates for award of the MUC. Requirement of 6 months of service directly related
to the combat effort is not waived. The MUC is not intended as an award to
port units, but to combat service support units. .(See
enclosure 1.)
d. Approval authority for VUA and MUC to units of brigade or smaller size.
has been delegated to Commander, ARCENT. THIS AUTHORITY HAS NOT BEEN FURTHER
DELEGATED.
e. In case of foreign units, concurrence with U.S. embassies in respective
countries is necessary prior to final action by approval authority.
f. Recommendations should be submitted in memorandum format by proposed
unit's next higher commander and forwarded through normal command channels to
ARCENT PERSCOM for processing. Recommendations and appropriate enclosures will
clearly show that unit displayed such outstanding devotion and superior
performance of exceptionally difficult tasks as to set it apart from and above
other units with similar missions.
