       MEMORANDUM FOR COMMANDERS


       SUBJECT: Mail Control Procedures



       1. Want Commanders to establish controls to prevent mailing of
       contraband. explosives. and other unauthorized items through the
       postal system.

       2. Our soldiers have fought hard and performed well. We must
       take every prudent measure to ensure that we protect our soldiers
       from the potential mistakes of a few. Expect an officer be
       appointed to implement inspection procedures to verity that
       packages are not being mailed with explosives or any unauthorized
       items.

       3. Realize these added measures will require resources to
       physically inspect and attest to the fact that no dangerous items
       are being mailed through the postal system.,. However, feel we owe
       it to our soldiers to do all we can.
