FACT SHEET ON IEW SYSTEMS
ISSUE: ARCENT has developed a draft disposition plan for
Intelligence and Electronic Warfare EIEW) Non-Developmental Item
(NDI) Systems.
DISCUSSION:- ARCENT, as directed by DA, has developed a draft
plan for the turn-in of all ND1 IEW systems held by VII Corps.
The plan requires VII Corps units to return all NDI IEW systems
to turn-in points in Riyadh or Dhahran, depending on NDI system.
This effort to recover intelligence equipment is part of a more
extensive DAMO-FDI plan for equipment redistribution after the
cessation of hostilities. VII Corps is to turn-in all its NDI
IEW equipment upon termination of its mission in Iraq; the
proposed turn-in date for selected equipment leg STICS) is as
early as 15 April 91. This schedule does not recognize or
support VII Corps support to the Kuwait defense mission which
will -continue for an unspecified period after the withdrawal from
Iraq, nor the remaining VII Corps and NSC missions in Europe.
The proposal is also not in line with the VII Corps Commanding
General's intent to personally release these systems. 1ID(M) has
formally requested retention of the MERIT system because of it's
performance during war and its critical link to TENCAP systems.
Likewise, 3AD and the',ARCENT reserve force as a continuing nee
for the MERIT, GOLDWING, TROJAN, and FAISS in support of the
defense mission. X-11; VII Corps kISC's have a need to train with
these systems in order to incorporate the Systems communication
into their respective
intelligence architectures.
VII CORPS FOSITIONT That the Commanding General not concur with
the proposal to turn-in NDI IEW systems. At a minimum, systems
must be retained in Kuwait with the ARCENT reserve force. Vil
Corps has prepared a message to retain the NDI IEW systems for
USAREUR missions. Although the NDI IEW systems accomplished DA's
intent in Desert Storm, without the retention of these systems,
the practical experience gained through the use of these systems
will have been lost.
