                                            FACT SHEET

               ISSUE-.  Security situation during redeployment operations at
               European ports.


               DISCUSSION:

                  Current terrorist threat in Germany, Netherlands and Belgium
               remains at Bravo.

                  There have been no terrorist or extremist activity at any of
               the designated APODs/SPODs since the end of the war.

                  Security officials do      not foresee      any major     problems
               associated with the arrival of U.S. forces. There will likely be
               small nonviolent demonstrations at most European port locations.
               Themes will range from U.S. going to war +or oil, U.S. forces
               returning to Europe vice the U.S. under CFE, to U.S. supported
               the Kuwaitis but re+use5i to support the Kurds.

                  Familiar European in-terriational groups such as the Red Army
               Faction and the Irish Republican Army have recently focused on
               other issues and currently consider U.S. activities a low
               priority.

                  527th MI Gp (EAC Cl) are currently updating port assessments
               and coordinating with host country security to ensure adequate
               --curity is provided to returning troops and equipment.         02-CI

               and 527th are coordinating these assessments.

                  Publicized U.S./German festivities for returning forces         can
               also expect small nonviolent demonstrations,, especially            in
               metropolitan areas such as Stuttgart, Nuernberg, Munich            and
               Karlsruhe.
