                     a.    Fu..-Pan Factors.     Extensive planning in early Novenbcr
               allowed     briefings, troop/souadron i-evel training and individual
               deployment prLtDaration time.           New/high risk ta:5zs during tnis
               phase included rail load of' wheeled vehicles and shipload of
       equipment.      These operations rece;-ved extra plannina effort and
               were accomplished orimarily by well br-'@e-Fed designated tea,.ns.

                       (1)   Rail Load.     over 100 squadron vehicles were loaded on
               ra;-'- cars 18,     20 and 22 November.           The remaining oversized
               vehicles joined a regimental convoy to Bre!nerhaven. No recordable
               incidents occurred during those operations.

                       (2)   ShiZ) road.     Squadron equipment was loaded/unloaded at
               Bremerhaven FRG and Jubail, Saudi Arabia bv squadron and port
               support soldiers.          74 aircraft sllf deployed from Feucht to
               Bremerhaven 15 to 20       November and from Jubtil to TAA Seminole
               to 20 December 1990.

                       (3)   Accident Trends.       Two human factor trones were noted
               during the deployment phase.          Both categories (soorts injuries &
               acft gnd handling) are discussed in lessons learn4;d below.

                     b.    Material Factors.       In gcno--a7, equipment performed as
               designed    and was suitable for the mission during the deployment
               phase.      some ninor problems with     available     loading ecuipment such
               as ramps, cables, chock blocks,           clev;-ses, etc ware overcome b
