              warehouse doors        were   c7losed as an operational security                measure.
              Practical Dro-loc-lion        neasures initially available were                 frecuent
              breaks (limit exposure) and use of surgical type particle masks.
              A limited number of organic vapor resoi.-a-,ors were acquired.
              -During this and subscauent Dainting operations, the                          only two
              practical risk reduction measures remained I;-m4-ting exposure and
              maximizing ventilation by working outside whenever Doss'@ble.

                      (4)        Aircraft     Ground;-ng      Rods.        Grounding rods were
              overlooked       as    items      to    be     shipped      W--@-h   AJ-1      aircraft.
              'Technically" required for all rearm operations, ground rods also
              provide a "prac-,j.cal" risk reduction measure for iv--130 Chaff/Flare
              disoenser system loading.             One ground rod w;-@lh cable oer attack
              a:.rcraft should be considered f:-v away gear.

                      (5)      Cold/fleat Injury Prevent;-on.                 Information during
              deploy.nen*l briefings tended to stress hea-@ injury potential and
              countermeasures.         Th:-s information was pertinent only during the
              beginning and end of the operation.                Moderately cold temperatures
              during most of the operation caught so-,ic soldiers unprepared.
              USAF climatology data prov;-ded before deoloyment was accurate and
              should have been emphasized for cold weather conditions.

                      (6)     Supervision.        A requirement for constant suoervision
szed early during the planning stage as critical to
              success of the deployment.             Isolated small grouo activities (rail
              teams, drivers, ship load crews, etc) were required constantly and
              increased       the   odoortunity       ---Or  mishaos.         Strong      first     line
              supervisor leadership was recuired to coordinate, brief and
              supervise those groulds.          Mon-'@zo ring soldiers for signs of fatigue
              --during unavoidably long duty oeri-ods was also a p=i:nary concern
              for first line supervisors.

              4.    OPERATIONS PIIASE:          includes the period from arrival a-, TAA
              Seminole until final departure from the Reoublic of 7---aa 7 April
              1991.     observations pcr-lai-ning to actual combat secretions 23 to
              28 February 199.1. are covered separately in DaragraDh 5 below.
