transferred over to the communities. We had facilities in Fuerth,
Ludwigsburg, Neu Ulm, and the Wuorzberg areas. The transfer of facilities
went well with the exception of the Fuerth facility. The Fuerth Class III
facility did not have the civilian labor force to continue operations. The
community did not accept the facility until 10 days later. During this time
the 240th Supply and Service Company had to maintain operations by providing a
skeleton crew and providing additional support when a deploying unit required
fuel. Every time this was done it shut down deployment operations for the POL
platoon. Additional civilian personnel were obtained to provide support. All
class III facilities were transferred before 22 November 1991.
On 14 November all requisitions were cancelled for nondeploying customers. The
800th MMC and the ACSMAT, 2d COSCOM, directed 7th SPT GP SSAs to run the mass
cancellation process in DS4 for nondeploying customers. This proved to be a
nightmare for both customer and the SSA because the 800th MMC did not process
these tapes and did not notify the SSAS. This resulted in supplies destined
for Germany based units to be received in SWA.
On 15 November, V Corps conducted a meeting to discuss the transfer of support
for units remaining in Germany. This discussion resulted in a time line and
many issues being resolved. The Civilian Service Group and remaining support
structure was transferred to V Corps. The largest unresolved issues were the
lack o4 a support unit in the Nurenburg area to provide Direct Support (DS)
and the short time frame in which to develop a comprehensive support plan.
The nondivisional units left behind were adversely impacted by the sudden
departure of their supporting DS supply and maintenance companies.
On 15 November, the WLterzburg, Stuttgart, Augsburg and NLirenburg Self Service
Supply Companies (SSSC) activities were transferred back to the Regional
Support Element of the 20 COSCOM. The biggest concern in this area was that a
joint inventory could not be conducted prior to the Group's departure. Any
gains or shortages could not be researched and were written off as
administrative gains/losses.
From 19 November through 5 Decenber, the 13th Supply and Service Battalion
issued prepositioned stocks of barrier material to deploying units. This
action was also delayed because the Corps was reluctant to release the stocks
without USAREUR approval. Policy at that time was PSP stocks could only be
used in case of war in Theater. Another problem was that these prepositioned
stocks could only be distributed to the customers assigned those
items/quantities. No provisions were made +or transferring these stocks out
of the European Theater. This issue took several days to resolve and was
resolved only after much effort and deliberation. The stocks were eventually
released but were inadequate to support all the units deploying to SWA. Local
purchases had to be initiated for shortages.
On 20 November, The Group requested the COSCOM to fill unit MTOE equipment
shortages from POMCUS stocks. We also requested to wartime fill to required
levels of authorization (ALO-1). Both requests were denied. In SWA, the group
was allowed to fill to wartime required strengths in personnel and equipment.
