              (8) Units maintain responsibility for providing appropriate
          security during all phases.

              (9) Deploying Units be prepared to provide security
          detachment to ensure positive U.S. control of sensitive items
          aboard ships.

              (10) Develop implementing plan and provide copy to this
          headquarters within 7 days of receipt of this order.
              (11) If convoys are required units will self deploy.
              (12) NLT 1600A 13 Nov 90 report to HO 21st TAACOM TOC all
          requirements to support SPOE/APOE that exceed organic
          capabilities.

              (13) All taskings (especially changes to deployment list)
          are valid only through 21st TAACOM ACSSPO-0.

          e.  Operational Security.
              (1) Despite the public release of information dealing with
          the deployment of USAREUR units, OPSEC remains critical. All
          elements of the 'Ist TAACOM must be aware of the sensitivity of
          the informaticr-, +,hey will pass in the execution of' this order.

              (2) Spec4@@---@,'ly treat as classified:

                   (a) E@:@-c:t numbers of soldiers is SECRET.

                   (b) E:-act times of movement and arrival in SWA is
          SECRET.

              (3) All '@ist TAACOM units should take seriously the Iraqi
          intelligence collection ability. Aggressive OPSEC in accordance
          with unit SOPs will greatly mitigate that ability.
          4. ADMINISTRATT-@N ard LOGISTICS

              a. Concept of Support: During Phase I (Preparation) units
          will plan movement of equipment to SPOES; develop and submit unit
          equipment listing; determine container requirements for general
          cargo; identify equipment shortfalls; and combat load vehicles
          for movement. During Phase 2 (Movement) units will move on order
          to the APOEs/SPOEs. Phase '@, (Loading) is the loading of ships
          and aircraft.

              b. Material and Services

                   (1) 'Mupply: Deploying units will follow guidance as
          outlined in USAREUR Reg 710-2.
