    2. It is important that the collateral be as complete as possible in
    order to satisfy the requirements of FORSCOM Reg 15-1. The additional
    investigative steps outlined above are reasonable and I recommend that
    you grant an extension until Friday, 21 Dec 90 (72 hours after MAJ
    Diehl's return from the NET site).
