              21 Dec    COMNAVSURFRESFOR requested authorization to change billet
                        structure of NRFH-20 to conform with NRFH-22 as agreed by BUMED
                        and OPNAV

              21 Dec    USPACOM activated their blood program

OR directed theater MTFs to request all person-
                        nel replacements from CNO/BUMED vice the activities primary
                        sourcing command; announced that theater personnel would only
                        rotate with projected rotation date orders or for a bonafide
                        emergency

              22 Dec    CC, I MEF, requested additional medical personnel augmentation
                        due to Desert Shield requirements that exceed the published
                        table of organization
