                                            (a) The 3rd Civil Affairs Group (3rd CAG), I
                     MEF, had two major roles in support of the combat forces of the
                     U.S. Yarines. The major emphasis was to move or direct civilia.%s
                     out ol the line of fire and away from the battlefield and then to
                     assist In collecting and processing enemy prisoners of war.

                                      (b)     In order to accomplish the two mission
                     elememts, Civil Affairs -tCA) personnel were att@ched to forward
                     combat units to deal with any civilian populations encountered in
                     the course of battle.       The Marine Corps CA effort was directed
                     toward supporting tactical operations on a short term basis. Long
                     term CA efforts such as nation building is left to c:Lvil affairs
                     =its of    the U.S. A=Y.

                                      (c) The 3zd CAG responsibilities for civilian$ made
                     them the   first interface between the USMC and civilian populations
                     in their   homes or on the move In the vAarirLe AOR.      In consultation
                     with C.AG  Commander and the FM team advance party, It war, determined
                     that the addition of FM personnel to the forward deployed CAG
                     detachments would allow immediate public health consultation and
                     implementation of sound public health guidelines as soon as
                     civilian groups were encountered by US Ykrine forces.            " well,
