such as the identification of Bites where animal bards were without
water, assessmsnt of displaced civilians returning from Iraq and
evaluation of problem areas such an refuse disposal.

                                                   c. The Epidemiology Team was prepared to
do household surveys to assess the burden of communicable disease
and to estimate the cnantity and quality of food and water
supplies. On site evaluation, however, revealed that
epidemiological support and further assessment was not necessary
                        for a variety of reasons.

                                                        (1) 'The overall health of the
population of Kuwait City was good as a result of optimal %isalth
care during the period preceding the occupation.

                                                        (2) The relatively short duration of
the occupation and the gro%Lnd war was a factor In the mlinimal
degradation of the health and nutritional status of the population.
People had stored wate-- and food in anticipation of p- long period
of deprivaltion. The cool season of the year, which limited, the
opportunity for vector breading, balped to minimize the 1>otential
                        for vector-borne disease.

                                                        (3) Although the ability to conduct
health surveillance had been degraded during recant months due to
rvevere limitations on co=unic&tion and transportation, the
                        reporting mechanisms were still lri@-act.

                                                      (4) The efforts to keep up with
i==izat:Con and basic public beal@.h services In spite of the many
constraints imposed by the occupying power was impressive.

                                                   d. l@, was apparent that as soon as the
basic services of electricity, water and communication were
restored that mechanisms were in place for resuming health care and
p@lit'haaath services at aL high level. The Hinirtry officials and
physicians are among the most highly trai33ad. public beal@
professionals in the world. They were appreciative of Initial
assistance efforts, but it was clear that they we=ii a=ious to

                        outside agencies.
