Consulate and myself re-enforced the idea that the Kingdom needs to
start resourcing this program as soon as possible.

5.   Training of Saudi and Kuwait personnel will continue within the
limitations of the Eid al Fiter Holiday.   Monitoring of the PMlO
will be accomplished the week of 20 April to 25 April 1991.   The
next meeting of the Steering Committee will be 27 April 1991 and
will consider the available data.  This meeting will also fix the
agenda for the 4 May 1991 general meeting.   Dr. Al Thowaini will
invite the Gulf Cooperation Council Environmental Minister,   the
Kuwait Minister,  and other interested parties  (?Bahrain,  Qatar,
etc.).

6.   A meeting of the World Meteorological Organization is to take
place on 27 - 29 April 1991 in Geneva.    The entire meeting will
focus on the Kuwait Oil Fires and the interim reports of current
activities.   The Kingdom of Saudi Arabia will be represented by
MEPA and the United States by the EPA.
