     In September 1994, CIA published an intelligence document
that contained information on another country's CW program that
is located outside of the Middle East. Therefore, the document
itself is not applicable to the Gulf War Illnesses issue. The
report, however, has one sentence that relates to Iraqi BW
issues.

     That statement is as follows:

     "(Source Comment: The anthrax agent that the Iraqis had in
the Gulf War came from Russia.)"

      Although source had good insights into the primary country
of the report, the above stated information could not have been
known to our source. We, therefore, have assessed his
information as inaccurate.
